Why does the US Congress have any right to pass judgement on steroids in baseball?

With all the stuff going on in the US why is the Congress deciding what happens to players who violent substance rules in the MLB. Also, why does this become a congressional matter, shouldnt’ it just be ruled on by the commissioner? I don’t see how Congress should be in the picture even a little bit.

Do you think everyone on the baseball field should be wearing a helmet?

I just heard on the radio about a minor league coach who was killed by a foul ball to the head. These days, with huge players hitting the ball so hard and so fast, it seems that it would be safer to have everyone on the field wearing protection. Do you think they may change the rules so that all players and coaches alike will need helmets?
